Facilities Management maintains and operates approximately 53 buildings which include the State House, Capitol Complex Office Buildings, the Governor’s Mansion and other buildings in the Columbia area.

Facilities Management utilizes a Work Order process to streamline the efficient reporting and cost-effective resolution of concerns relating to custodial, pest control, environmental/energy systems, horticulture and building maintenance within Admin managed facilities, including the Capitol Complex Grounds and the Governor’s Mansion.
Concerns:
Please report all heating, air conditioning, plumbing, horticulture, custodial and electrical maintenance issues or concerns to the Facilities Management Work Order Center (803-734-3528 or 803-734-3410).
After-Hours Calls:
A caller placing a call for service to the Work Order Center (803-734-3528 or 803-734-3410) between 4:30 p.m. and 6:00 a.m., as well as weekends and holidays, will be transferred automatically to the emergency call service number (1-888-927-4659).
Emergencies:
For emergencies call 1-888-927-4659. This after-hour service will contact the on-call technicians.
Construction Project Planning and Programming
If you are a tenant in an Admin building and wish to make renovations to your space, please contact the Construction and Planning office at 803-737-4377 for assistance. Tenants should not undertake renovation or construction projects without the involvement of this office and the approval of Admin.

Emergency Planning
Admin maintains emergency plans for each of its tenant occupied buildings.
Request the emergency plan for a specific building or for Safety to conduct training for tenant agencies by email, or call the Safety office 803-737-2311.
Persons with restricted mobility or impaired sight or hearing (permanent or temporary), especially in a multi-story building where descending stairs is difficult, may want or need assistance during an evacuation or other emergency, and are requested to complete the Person in Need form or complete it online here.
Portable Fire Extinguishers
Monthly checks of portable fire extinguishers, normally conducted by Facilities Management maintenance, are the responsibility of the building tenant if installed by tenant for their special purpose areas. Annual inspections and maintenance of such portable fire extinguishers are required to be performed by a South Carolina-licensed fire technician.
Smoking in State Buildings
South Carolina has legislated restrictions on smoking in certain areas through the Clean Air Act of 1990 to include all state buildings. Some exceptions are allowed. There is to be no smoking in a state building except in a designated area and these smoking areas must be identified with conspicuous signs and have adequate ventilation to keep the other areas smoke free. Fire code (IFC 310) also requires designated smoking areas to provide suitable noncombustible receptacles (not standard trash containers that hold combustible materials) so as to properly dispose of matches, cigarettes, cigars and other smoking materials to prevent fire.
Space Heaters and Open Flames
Space heaters are a fire hazard and can be especially dangerous when they are used improperly or fail to meet Underwriters Laboratory (UL) safety standards. In general, any home appliances in the workplace are discouraged due to the fire hazard from an overloaded electrical system and increased energy costs. If you have questions regarding the temperature in your office area, please use the work order process or call the Work Order Desk (803-734-3410). Space heaters are only allowed if approved by Facilities Management.
Open flames (i.e., candle or incense burner) are prohibited in Admin buildings. Exception (i.e., Sterno-type food tray warmers for catering) can be approved by request to the Safety office.
Extension Cords
Extension cords can be used for up to 90 days but must be used properly. The available guidance describes potential hazards and recommendations for proper use. However, a sufficient number of well located grounded outlets can eliminate the need for extension cords.
